LEADERSHIP ROOTED IN SERVICE
A U.S. Navy Gulf War veteran, Staci Boyer has spent years advocating for veterans, military families, and her community.
Her volunteer leadership includes serving as Commander of Judd Kendall VFW Post 3873 in Naperville, representing Illinois on the VFW National Legislative Committee, and working at the local, state, and national levels on veterans policy and advocacy.
Her veterans advocacy has taken her from Naperville to Springfield and Capitol Hill, where she has worked with elected officials on issues affecting veterans and their families.
She has also helped advance veterans legislation, led community service initiatives, and worked across organizations and political lines to bring people together around shared goals.
Staci’s approach to public service is simple: people come before politics.
Her work advocating for veterans has taught her that service does not begin by asking someone’s political affiliation, background, race, gender, or beliefs. It begins by listening, understanding the need, and working toward a solution.
She will bring that same approach to the Naperville City Council: thoughtful leadership, practical problem-solving, and a commitment to serving the entire community.

Naperville is an extraordinary community and one that people are proud to call home. Staci's focus is not on changing what makes Naperville special. It is on protecting what works, listening to residents about where we can do better, and making responsible decisions that prepare our community for the future.
Her priorities for Naperville City Council center on three areas that directly affect the quality of life of every resident: Safety. Affordability. Sustainable Economic Growth.
SAFETY
Protecting the quality of life that makes Naperville home.
Naperville is a safe community, and keeping it that way requires continued investment, preparation, and collaboration.
Staci believes public safety includes supporting our police, fire, EMS, and emergency preparedness professionals while also looking at the broader issues that affect residents every day. Safe neighborhoods, reliable infrastructure, responsible traffic planning, pedestrian and bicycle safety, and thoughtful prevention all contribute to a community where families can feel secure.
Public safety is not only about responding when something goes wrong. It is also about planning ahead, identifying needs, and giving the people responsible for protecting our community the resources and support necessary to do their jobs well.
AFFORDABILITY
Protecting the ability to live, work, raise a family, retire, and do business in Naperville.
A thriving community must also remain a community where people can afford to stay.
Staci believes fiscal responsibility begins with remembering that every dollar government spends started as someone else's dollar. Residents deserve transparency, accountability, and measurable value for the money entrusted to their local government.
Property taxes, utility costs, fees, housing, responsible development, infrastructure investments, and the cost of doing business all contribute to affordability. Decisions made today should consider not only immediate needs, but also their financial impact on residents and future generations.
Affordability does not mean sacrificing the quality of services that makes Naperville exceptional.
It means protecting those services while continually asking how the City can operate responsibly, efficiently, and with respect for the people paying the bill.
SUSTAINABLE ECONOMIC GROWTH
Naperville’s economy is one of its greatest assets. The city has the second-largest retail economy in the state of Illinois, generating significant economic activity, jobs and tax revenue that help support city services and contribute to a strong local tax base. Boyer believes that economic strength matters because a diverse, thriving business community helps create jobs, supports local services and can reduce pressure on individual taxpayers.
As an entrepreneur, Boyer understands firsthand what it takes to build and sustain a business. She grew her businesses from the ground up, strategically evolving her brand as opportunities and the marketplace changed. What began in the health and wellness industry expanded through incorporation, the development of a fitness and wellness app, and the opening of a brick-and-mortar training studio.
She later launched Phoenix Productions to produce bodybuilding events, became an author, and continued expanding her transformational wellness and coaching business.
Those experiences have given Boyer a practical understanding of the challenges business owners face, from managing costs and adapting to changing markets to investing in growth and building something designed to last.
Boyer believes Naperville must continue to attract and retain businesses while supporting local entrepreneurs and encouraging responsible development that complements existing neighborhoods and protects the quality of life residents value.
Sustainable economic growth means building an economy that can support Naperville’s residents, businesses and city services for generations to come, not simply pursuing growth for growth’s sake.
“Naperville is an extraordinary community, and I’m not running because I think we need to change what makes it special,” Boyer said. “I’m running because I believe we need to protect what works, address the areas where we can do better, and make responsible decisions today that prepare Naperville for the future.”

Military Service & Veterans Leadership
- 12-Year U.S. Navy Veteran — Served as a Hospital Corpsman and Surgical Technician, including service during the Gulf War.
- Three-Term Commander, Judd Kendall VFW Post 3873 — Elected to serve a third term leading Naperville's local VFW Post, with a focus on veteran support, community service, membership engagement, collaboration, and preparing the next generation of veteran leaders.
- National Veterans Advocate — Represents Illinois on the VFW National Legislative Committee, working with members of Congress and other policymakers on legislation affecting veterans, military families, benefits, health care, and earned services.
- 2025 Illinois Top 25 Female Veteran — Recognized by the Illinois Department of Veterans' Affairs for leadership, service, advocacy, and contributions to Illinois' veteran community.
Legislative & Advocacy Accomplishments
- Helped Create and Advance Illinois Veteran Burial Legislation — Turned a local effort to preserve and restore veterans' graves into a broader legislative initiative, helping advance Illinois HB 4934 to strengthen protections surrounding veteran burial sites and honor those who served.
- Veterans Grave Restoration Initiative — Helped lead a community effort that raised more than $15,000 to restore veterans' graves, bringing together volunteers, veterans organizations, community partners, and local supporters around a shared mission of preserving history and honoring service.
- National Women Veterans Advocacy — Authored a resolution calling for comprehensive and equitable reproductive and gynecological health care for women veterans. The resolution advanced from the local and state levels, passed unanimously at the Illinois VFW State Convention, and was ultimately approved at the 2026 VFW National Convention by approximately 2,000 delegates.
- Capitol Hill Advocacy — Regularly meets with members of Congress and their staffs to advocate on veterans' issues and has participated in coordinated legislative efforts representing the concerns of Illinois veterans in Washington, D.C.
- Protecting Earned Veterans' Benefits — Participated in an emergency advocacy effort on Capitol Hill opposing a proposal that would have funded new veterans' benefits by reducing compensation for other disabled veterans, carrying a clear message: we should not take from one group of veterans to provide for another.

- Presidential Lifetime Achievement Award for Volunteerism — Recognized for a lifetime commitment to volunteer service and community impact.
- Rotary Member & Community Volunteer — Actively supports local service projects and partnerships built around Rotary's principle of Service Above Self.
- Veteran Business Project Advisory Board Member — Supports veteran and military spouse entrepreneurs pursuing business ownership, economic independence, and new opportunities after military service.
